Traffic, Safety and STEAM Bond Vote- Public Presentation

VOTERS IN VALLEY CENTRAL WILL DECIDE ON $22.7 CAPITAL PROJECT IN AUGUST

 

 Narrated Presentation on Traffic, Safety and STEAM Bond

The Valley Central School District Board of Education approved a School Building Improvement Proposition on July 1, 2019 totaling $22,700,000 which will go to the voters on August 20th.

It is referred to as the Traffic, Safety and STEAM Bond Project or TSS PROJECT.  STEAM is an acronym for Science, Technology, Engineering, Art and Math which are key components in a 21st century curriculum movement to help use creativity and innovation to prepare our students for the future. 

The district's state aid is approximately 73.1% on ninety percent of this project.  It is excected that taxpayer amount of the bond will be 34¢ on the dollar for this project.  Projected state aid on the project is $18,093,870.  The average annual tax levy impact is expected to be 0.45% over the 15 year life of the bond.  The district will utilize BANS to lessen the financial impact and will bond for 15 years when market conditions are favorable. The district will have retiring debt over the life of the bond which will help to keep the impact to a minimum.

SAFETY

  • Modify the parent drop-off zone at Montgomery to separate student and vehicle traffic
  • Smoke Detection at East Coldenham and Walden
  • ADA Upgrades - HS Auditorium
  • Pool Dehumidification System for increased air quality 
  • Fire Alarm Wiring, Emergency Exit Lighting, Replacement of obsolete Electrical Panels at four elementaries
  • MS Cafetorium Cooling System

STEAM

  • STEAM Classroom at the High School - 2,900 sq ft Makers space / Greenhouse 

OTHER

Toilet Facilities for athletic complex, Concession Stand that meets health and safety requirements, Acquisition of property and facility adjacent to the Middle School for 100 additional parking spaces and future district use

Montgomery Elementary School

  • Improvement of traffic flow for bus and parent drop off
  • Replace unreliable and obsolete electrical distribution panels
  • Upgrade the fire alarm and emergency lighting systems
  • Replace obsolete communications system
  • Replace select kitchen and classrooms fixtures

East Coldenham Elementary School

  • Replace unreliable and obsolete electrical distribution panels
  • Upgrade the fire alarm system head-end and add smoke detection
  • Upgrade and expand emergency lighting systems
  • Replace obsolete communications system

Berea Elementary School

  • Replace unreliable and obsolete electrical distribution panels
  • Upgrade and expand the emergency lighting/exit lighting systems

Walden Elementary School

  • Replace fire alarm system and add smoke detection
  • Upgrade and expand emergency lighting systems
  • Replace unreliable and obsolete power and lighting distribution panels
  • Replace obsolete communications system

Valley Central Middle School 

  • Cooling System in the Auditorium
  • Provide Additional Parking through aquisition of property adjacent
  • Redesign to Improve Traffic Design-dedicated separate student drop off, sidewalks  

Natatorium

  • Pool Dehumidification System

Valley Central High School

  • ADA Upgrades to the Auditorium
  • STEAM Classroom (2900 sq ft) and Greenhouse
  • Concession Stand, Outside Toilet Facilities
  • Redesign to Improve Traffic Design to align with DOT Project 

 

Tax Implications

If voters approvee the proposition on August 20,2019,  the district will borrow the funds initially through BANS and then through a BOND over a total of 17 years.  Throughout this time, the district will receive its elgible state aid on an annual basis.  The initial payment on this project would not be due until 2021.
