The regular meeting of the Board of Education was called to order in the Administration Building at 6:51 p.m. by President Joseph Bond

PRESENT: Mr. Bond, Mrs. Messing, Ms. McKnight, Mrs. Fox-Pizzonia, Mrs. Revoir, Mrs. Samuelson and Mrs. Terralavoro

ABSENT: All Present

EXECUTIVE SESSION

Mr. Bond called for a motion to enter into Executive Session at 6:05 p.m.

Mrs. Fox-Pizzonia moved, Ms. McKnight seconded that the Board convene to discuss the contract negotiations under the Taylor Law and personnel matters. Voting YES: Unanimous [7:0]

Mrs. Messing moved, Mrs. Samuelson seconded that the Board come out of Executive Session at 6:51 p.m. Voting YES: Unanimous [7:0]

PLEDGE TO FLAG

Mr. Bond asked that everyone remain standing following the Pledge for a Moment of Silence for Denise James, who passed away on July 16th. Mrs. James was a long time custodial worker and food service helper in the District.

REPORTS

A. Superintendent of Schools

Following introduction of this Agenda item, Ms. Avila shared information about the recent professional development for District administrators; the interview process and selection committee for the new Assistant Superintendent for Curriculum & Instruction; and the status of the Capital Project construction at the High School/Middle School campus.

B. Assistant Superintendent for Human Resources

Following introduction of this Agenda item, Mr. Miller provided an update on the hiring of faculty and staff for the upcoming school year. He noted that induction for new faculty will be held on August 22nd.

C. School Business Official

Mr. Conklin was unable to attend the meeting this evening.
D. Projected Enrollment – September 2023
Mr. Bond introduced this agenda item. Ms. Avila reviewed the projected 2023-2024 enrollment figures (copy attached). Enrollment and class sizes will continue to be closely monitored throughout the summer; the Board will receive projected enrollment figures at each meeting through the opening of school.

E. Community Participation

Following introduction of this Agenda item, Board members commented on events that they have attended or participated in recently, including Community Foundation of Orange & Sullivan’s Scholarship Reception and the NYSSBA Summer Law Conference.

Mr. Bond introduced this Agenda item, referenced the memorandum from Mr. Miller dated July 18, 2023 and called for a motion.

summer mathematics curriculum writing project, as presented and attached. Voting YES: Unanimous [7:0]

Reorganizational and Regular Meeting

The Reorganizational meeting of the Board of Education was called to order in the Administration Office at 6:34 p.m. by Ellen T. McGoldrick, District Clerk

PRESENT: Mr. Bond, Mrs. Messing, Ms. McKnight, Mrs. Fox-Pizzonia, Mrs. Revoir, Mrs. Samuelson and Mrs. Terralavoro

OFFICIAL RECOGNITION OF NEW BOARD MEMBERS

The District Clerk officially recognized the newly elected Board member, Mrs. Frances Fox-Pizzonia.  Mrs. Fox-Pizzonia was welcomed and a round of applause was offered.

ELECTION OF OFFICERS

A.  President of the Board

The District Clerk called for nominations for President of the Board for the school year 2023-2024 and for authorization for the President to sign all legal documents such as deeds, contracts, etc. and co-affix the seal of the District.Ms. McKnight nominated Mr. Bond for President of the Board for the 2023-2024 school year, Mrs. Messing seconded the nomination.  The District Clerk called for a vote for Mr. Bond as President of the Board of Education.  Voting YES:  Unanimous [7:0]

Ms. McGoldrick then turned the meeting over to the President.

B.  Vice President

The President called for nominations for Vice President of the Board to serve in the absence of the President and for authorization for the Vice President to sign all legal documents such as deeds, contracts, etc. and co-affix the seal of the District.Mrs. Revoir nominated Ms. McKnight for Vice President of the Board for the school year 2023-2024, Mrs. Messing seconded the nomination.  Voting YES:  Unanimous [7:0]

C.  Administration of Oath of Faithful Performance

As District Clerk, Ms. McGoldrick administered the Oath of Faithful Performance to the President, Vice-President, members of the Board of Education and the Superintendent of Schools.  The Oath Book was signed by all.

APPOINTMENT OF OFFICERS

Mr. Bond noted the entire Reorganizational Agenda could be done as a Consent Agenda, as we have in the past, and suggested, if there was no objection by the Board members, that this practice be followed.  It was the consensus of the Board to proceed with a Consent Agenda format.  

Mr. Bond called for a motion to approve the Consent Agenda of the Reorganizational Meeting.

Mrs. Samuelson moved, Mrs. Terralavoro seconded that the following Consent Agenda Reorganizational Meeting items be accepted/approved, as listed and/or attached:

A.  Clerk of the Board/Deputy Clerk of the Board

Ellen McGoldrick be appointed Clerk of the Board and Brad Conklin be appointed Deputy Clerk of the Board for the school year 2023-2024, including the July 2024 Reorganizational Meeting.

Mr. Bond introduced this Agenda item.  Ms. Avila offered remarks on the 2023 Commencement and moving up programs, the community’s Juneteenth Celebration, this year’s summer school programs, the Veteran’s Memorial at the High School, and the Walden Elementary School Building Committee.

School Business Official Report

Mr. Bond introduced this Agenda item.  Mr. Conklin and Mr. Devine from The Palombo Group updated the Board members and those in the audience on the Capital Project work.

Racial and Social Equity Committee – June 13, 2023

Mr. Bond introduced this Agenda item.  Ms. Avila was able to attend this meeting and reported that the Committee’s topics included upcoming cultural celebrations and curriculum planning.

Community Participation

Mr. Bond introduced this Agenda item and invited the Board me to share what events they had attended or participated in within the District and community.  Board members commented on Kindergarten shows, moving up ceremonies, High School Graduation, the Flag Day celebration at Berea Elementary, committee meetings and the All Night Grad Party.

Readoption of District Guidance Plan

Mr. Bond introduced this Agenda item and called for a motion.

Readoption of District Educator Evaluation Plan

First Reading of:
Exhibit 3230-E – Valley Central Organizational Chart

Mr. Bond introduced this Agenda item and noted that the District Organizational Chart has been revised to reflect the current administration and chain of command.  It will be presented for a final reading and adoption at the July 24, 2023 Board meeting.

July 10, 2023- Code of Conduct Hearing

A Public Hearing was held by the Board of Education and was called to order in the Administration Building at 5:30 p.m. by the President, Mr. Bond.

PRESENT: Mr. Bond, Mrs. Messing, Ms. McKnight, Mrs. Fox-Pizzonia, Mrs. Revoir, Mrs. Samuelson and Mrs. Terralavoro 
ABSENT: All Present
Also Present: Ms. Avila, Mr. Miller, Mr. Conklin and Ms. McGoldrick
Also Absent: Media (WVT/THR)

Mr. Bond introduced the Public Hearing and turned the discussion over to Ms. Avila.

This Hearing was held pursuant to Chapter 181 of the Laws of 2000 and Sections 2801 and 2802 of the Education Law of the State of New York for the purpose of reviewing the District Code of Conduct and Plain Language Summary.  A copy of the Notice of  Public Hearing is attached.

Ms. Avila reviewed the annual process and the requirements for the District Code of Conduct and Plain Language Summary.  Ms. Avila noted this year’s edits to the Code of Conduct and Plain Language Summary have been updated to comport with current regulations, guidelines, district policies and procedures; language was changed to be gender neutral; language was added that further outlines protocols for identification of visitors to the schools and comports with our Visitors to the School Policy; language was added to address discipline for students who encourage a verbal or physical altercation or inhibit staff from responding to an incident; language was added regarding inappropriate computer searches, which can be a violation of the District’s Acceptable Use Policy and the Code of Conduct; language was added to address the prohibition of artificial intelligence for student submissions without staff permission.; and the dress code has been revised to ban clothing that exposes the midriff or undergarments.

Ms. Avila noted that all students and parents annually receive a copy of the Plain Language Summary, and both the Plain Language Summary and the Code of Conduct are posted on the District’s website.  New students to the District receive a copy during the registration process.

There were no requests for public comment this evening.

The re-adoption of these documents with amendments is on the agenda for approval during the regular meeting that follows this Public Hearing.

EXECUTIVE SESSION

Mr. Bond noted the need for an Executive Session at this time and called for a motion.  

Mrs. Messing moved, Mrs. Revoir seconded that the Board convene to Executive Session at 5:35 p.m. to discuss contract negotiations and personnel matters.  Voting YES:  Unanimous [7:0]

Ms. McKnight moved, Mrs. Samuelson seconded that the Board come out of Executive Session at 6:33 p.m.  Voting YES:  Unanimous [7:0]
